A semi-rural county in the path of rapid suburban growth, Liberty is shifting as refinery and petrochemical proximity keeps the economy industrial while the population becomes more diverse. The jury pool remains a mix of rural conservatives and newer suburban voters, which makes panels unpredictable and, in general, tough on plaintiffs.
